Cambridge Pixel and SIS complete integration on ASVs for US Navy trials

US-maritime autonomy company Spatial Integrated Systems, Inc (SIS) and UK-based Cambridge Pixel have announced rapid innovation efforts in maritime autonomy and radar integration for US Navy Autonomous Surface Vessel (ASV) trials.

Together, SIS and Cambridge Pixel integrated a suite of complementary and interdependent systems including the SIS Multi-Agent Robotic Teams (SMART) Autonomy System and Cambridge Pixel SPx Tracker and SPx Fusion software and radar interfacing hardware.

The technologies were installed onboard a large surface vessel and several patrol boat-sized vessels. These demonstrations included multiple 300+ nautical mile autonomous transits – many in areas of heavy surface traffic, three 1000+ nautical mile fully autonomous transits, and the demonstration of multiple sub-task operational missions. These trials demonstrated the SIS-Cambridge Pixel teams commanding lead in this growing technological field and underscored the vast potential of maritime autonomous systems for the US Navy.

Bob Cepek, the SIS Program Manager for two of the efforts, said: “From our long history working with Cambridge Pixel, we knew we would be successful in integrating and fusing multiple radars and sensors on different ships and boats with varying missions. We remain impressed by the Cambridge Pixel team’s responsiveness and speed in overcoming some tough technical challenges.”

Ardent cooperation and innovation between the US and UK based teams were key to the success of this integration and the subsequent demonstrations. In just a few short months, the American and British teams integrated and fine-tuned the fusion of several sensors, including S and X band radars from different manufacturers, to improve the SMART Autonomy System’s perception capabilities. “Our most recent successes pave the way for additional collaboration in development and testing,” said Mr Cepek.

The market for ASVs is growing rapidly, driven by demand from navies and commercial enterprises worldwide for more effective maritime security – to combat terrorism, piracy and smuggling, to protect shallow waters and ports, and for environmental monitoring.

DPRTE Engage: QinetiQ examines how Coronavirus demonstrates the impact of greater Armed Forces agility

Writing for Defence Online, William Blamey, Managing Director of QinetiQ LTPA, highlights how the COVID-19 pandemic demonstrates the value of greater Armed  Forces agility.

Over recent months Coronavirus has shocked the world and caused widespread harm to individuals, communities and to economies. With the onset of the virus, disruption was predicted but many nations struggled to contain its spread and even now, despite lockdown easing, some are still fighting hard to recuperate.

In the UK, defence companies have stepped up to the plate to help fight this unique epidemic and we’ve seen a stark demonstration of what happens when organisations within a highly competitive industry work collectively against a common threat. Together they have produced masks, designed ventilators and unleashed creative and passionate people into roles supporting the national and international response to great effect.

But beyond industry players, we’ve also seen incredible work from our armed forces, mobilising quickly and adapting their role to help with civil duties. Over 20,000 military personal have been on standby since the beginning of the crisis, and they’ve been helping with everything from the development of the Nightingale hospitals, to providing ambulance services with additional support, managing the logistics to distribute PPE, and enabling the repatriation of thousands of UK nationals from around the globe.

Delivering normal operations in Covid times

Delivering essential support during the COVID-19 pandemic has gone beyond direct COVID work. It is has also involved maintaining the availability of critical facilities, sites and outputs on which Defence  relies for protecting the nation, and are considered crucial to the work defence companies and institutions carry out. As a result, it has been vital that companies ensure operational support and assurance generation of military capability wherever possible, and above all guarantee safety for staff – something which has become increasingly complex as the pandemic progressed and peaked.

An example of this was seen at MoD Hebrides, one of the UK’s test and evaluation sites managed by QinetiQ on behalf of Defence Equipment and Support as part of the Long Term Partnering Agreement (LTPA). At the start of the pandemic in March, MOD Hebrides was hosting a Rapier Camps exercise for the British Army, completing mandatory certification of weapon systems and troops for Captain Wright and his 16 Regiment RA (16 Regt RA).

Rapier Camps normally span three weeks; one of setup and ground testing, followed by two weeks of live engagements. But as pressure from the COVID-19 crisis grew, it was essential to reduce the time frame, whilst still delivering the same quality of activity in order to enable potential redeployment of 16 Regt RA in support of the COVID-19 civil response. To achieve this MOD Hebrides staff worked extended hours reconfiguring range systems overnight so that 16 Regt RA could exploit every minute of Range airspace availability, enabling them to finish a week early. Core exercises and 21 missions were completed successfully and the earlier finish allowed troops to regroup at home base sooner, providing time to prepare for other critical tasks.

The pandemic has also ushered in a need for a new approach to essential medical checks. Royal Navy medical check-ups for divers usually happen at military medical centres or sick bays, but COVID-19 led to nationwide measures introduced to control virus transmission, with a requirement to prioritise urgent medical cases and manpower shortages due to the infection itself. So when Navy divers needed certification and their yearly medical check-ups before deployment, the Hyperbaric Medicine Unit (HMU) at St Richard’s Hospital in Chichester, was drafted in at the Royal Navy’s request, for additional support.

Working together with service personnel from the Institute of Naval Medicine and Royal Navy Diving Units, the hyperbaric team created a diver certification ‘production line’ at short notice. This innovative solution allowed QinetiQ nursing staff and Royal Navy Diving Medical Officers to work together at the unit, assessing several divers simultaneously while still strictly observing enhanced infection control standards.

Looking forwards

Whilst there has been a huge amount of good work done across the defence sector over the last 6 months, the reality is we now live in a changed world. There will be no going back to the way things were, and nor should there be. It is important to recognise the lessons the first half of 2020 has already provided and consider how we can learn from these to improve how the defence industry functions. The need for agility, for example, has been incredibly important in the context of the crisis and companies have shown time and time again during this period the power of quick decision-making and the importance of more timely execution.

This period has also shown us that when it needs to, UK Defence can embrace change for the better. We need to push for this to continue, for the sector to take reasonable risk, to embrace mission-led innovation and experimentation. After all, if we can deliver a collective response and transform typical operations in such a short space of time to address something like COVID-19, why can we not apply similar thinking and processes to how we execute operational experimentation, prototype warfare, manned/unmanned teaming or digital test and evaluation?

The application of these lessons could spread further within defence as it is critical that we also consider how we excite, co-opt, train and nourish the minds required for a more agile fighting force of the future – a future where warfighters are able to work across multiple roles, and make the best decisions in data-saturated scenarios.

DPRTE Engage partners play key role as launch International Space Pitch Day launched

DPRTE Engage Online partners, DASA and Dstl, are to play a key role in delivering International Space Pitch Day.

Start-up technology companies and inventors will be given the opportunity to pitch directly to UK and US military leaders for the $1-million investment to fast-track their ideas for cutting-edge Space innovations.

International Space Pitch Day was launched recently by UK Director Space Air Vice-Marshal Harv Smyth and is a joint UK-US initiative that aims to find, fund and fast-track innovation and technology that gives advantage to military personnel and operations in the space domain.

The competition is open to innovators and entrepreneurs from all over the world delivered through the UK Defence and Security Accelerator (DASA), assisted by Starburst Accelerator.

The endeavour is jointly funded by the UK’s Defence Science and Technology Laboratory (Dstl)Royal Air Force and the US Air Force.

It is specifically designed to bolster tech start-ups and small and medium-sized enterprises (SMEs) and harness the power of their ingenuity and innovation.

The competition will see organisations receive specialist mentoring and training in the hope of securing a coveted place at the first International Space Pitch Day in front of senior UK, US and NATO military leaders at the Defence Space Conference in London in November 2020.

Those organisations who make it through to the International Space Pitch Day will be in contention to secure a $66,000 (£53,000) contract from the judging panel to speed up their innovations and technology.

The format will be the first of its kind in an international collaboration between two international allies.

UK Defence Minister Jeremy Quin said: “Opportunities like International Space Pitch Day demonstrate our determination to modernise the way we work, whilst providing our brilliant innovators with the investment and support they need.

“This collaborative event will allow us to identify and accelerate the newest technologies, and remain competitive against our adversaries.”

Director Space Air Vice-Marshal Harv Smyth said: “International Space Pitch Day is a world-leading joint initiative by the closest of allies and we are excited by the huge opportunities this could bring to our respective nations, our alliances, and our space and tech industries.

“This is all about fast-tracking innovation and cutting-edge technology to the front line quicker than ever before, and fresh ways of working with industry to make sure we stay ahead of our shared adversaries and the threats they pose. I look forward to judging the finalists at the Defence Space Conference in November.”

A grand coalition of Dstl, DASA, Royal Air Force, UK Strategic Command, the US Air Force, US Space Force, and the North Atlantic Treaty Organisation (NATO) has been assembled to find, fund, and fast-track the best ideas from start-up innovators to the front line.

Starburst Aerospace will act as an industry partner to the International Space Pitch Day and carry out specialist training and mentoring on its behalf through an Allied Defence Accelerator.

This year’s competition is seeking solutions to six challenges set by the UK and US Space teams:

  1. Visualisation of key events and information for combined space operations with allies and commercial partners.
  2. Understanding current satellite systems relevant to the operations of a particular commander.
  3. Understanding the present and potential impact of space weather on users across all domains.
  4. Provision of training against realistic threats and opportunities, incorporating live data, and integrating space across multiple domains.
  5. Enabling common and user-defined operational pictures to support multi-national space domain awareness and command and control.
  6. A verification and comparison tool for Space domain awareness, which can take orbital observation data from a variety of sources and in a variety of formats and produce a single, reliable operational picture.

New technology revolutionises the way people report crimes online

A pioneering tech system that has revolutionised the way people report crime online continues to be rolled out to police forces across the UK – in a bid to make the service fit for its 21st-century purpose.

Used by 19 police forces across the country, Single Online Home – devised by the Digital Public Contact Programme (DPC) within the then Digital Policing Portfolio (DPP) and built by the platform’s strategic partner, CDS – came into its own during lockdown, with hundreds of thousands of people using it to report COVID-19 breaches.

The service’s essential triaging abilities, which filters forms before they are put through to the police, ultimately reduces pressure on an already-strained 101 service.

And, having processed over 2.5 million crime reports to date, it’s been singled out for praise at the highest level by Sir Thomas Winsor, HM Chief Inspector of Constabulary. While the success of SOH stands out he says the approach to wider police information and communications technology (ICT) arrangements still have ‘ample room for improvement’.

Published earlier this month, The Annual Assessment of Policing in England and Wales 2019 highlighted an increase in the proportion of crime reported online, while also raising concerns about the lack of a cohesive approach to technology by police forces across England and Wales.

Claiming the police’s ICT arrangements don’t work together well enough, the report states there are ‘various options open to leaders to develop better-connected and integrated structures, systems and processes. These improvements would make the service more fit for its 21st-century purpose.’

One such improvement could be continued investment and uptake of the Single Online Home platform – designed to give the public a consistent means of interacting virtually with police forces – which was highlighted as a positive development.

Single Online Home demonstrated its ability to support both the public and operational policing during the recent Coronavirus lockdown as communications specialist CDS increased capabilities in order to cope with a surge in demand. The height of the pandemic saw over 600,000 user sessions and 30,000 COVID-19 breach report submissions in the Easter Bank Holiday weekend alone.

Planning and delivering a robust solution on the SOH platform to deal with COVID-19 requirements in just three weeks – spanning either side of lockdown – a six-strong development team from CDS obtained six months’ worth of temporary licence increases to handle the extra demand, as well as carrying out stability improvements to the website.

Ed Hardman, account director at CDS said: “Since its inception in 2019, the point of the Single Online Home was to offer customers a choice of channel for engaging with the Police including reporting crime, while also allowing UK police services to provide nationally consistent, but locally branded services, brought together in a single ‘digital police station’.

“The Annual Assessment of Policing highlights the need for a joined-up approach from forces across the country. With a rise in cross-border crimes, and a shift in the types of offenses we’re seeing, a collaborative, ideas-sharing approach is central to safeguarding the long-term future of local forces.”

Simon Cole QPM, Chief Constable Leicestershire Police and Single Online Home Senior Responsible Officer, added: “The agility and commitment in supporting operational policing that the team, including CDS, demonstrated in making this happen was absolute. By working together, policing and our partners will do our part in helping our communities through a difficult time, as we always do.”

Funded by the Home Office and possibly the most significant change in UK policing communications since the introduction of the 999-emergency number, the Single Online Home is now used by 19 forces across the UK. The plan is to continue to roll-out the service to the other UK police forces, add new services for the public and integrate the platform with Police back-office systems.

Gibraltar squadron to receive two cutting-edge Fast Patrol Craft

A £9.9 million contract has been signed with Merseyside-based Marine Specialised Technology (MST) for two new boats to replace the Gibraltar Squadron Fast Patrol Craft.

The six-year contract, which will support 30 jobs and create a further 25, will see construction of the two boats beginning in July 2020 and will take approximately 18 months, with Boat 1 due to be delivered in Q3 2021/22 and Boat 2 in Q1 2022/23.

The remainder of the contract will provide an additional four years of local In-Service Support.

Both boats will be used to patrol HMNB Gibraltar and British Gibraltar Territorial Waters (BGTW).

They will also support British exercises and operations in the area and will keep close watch over Gibraltar’s shores.

Putting technological advancement at the fore, the vessels will demonstrate UK sovereignty of Gibraltar as well as providing force protection to designated visiting UK and Allied military vessels.

Defence Minister, Jeremy Quin, said: “These new vessels will enable the Royal Navy to maintain the security of British Gibraltar Territorial Waters and protect British, NATO and Allied ships transiting through the region.

“This contract will also support highly skilled jobs across the UK which clearly demonstrates how national security and regional prosperity go hand in hand.”

The two new boats will replace the Gibraltar Squadron Fast Patrol Craft, HMS Pursuer and Dasher. These two Archer-class vessels very recently took over from HMS SABRE and HMS SCIMITAR, the Scimitar Class vessels that had been in service in Gibraltar for 17 years.

The vessels are being built at MST’s boatyard on Merseyside and has created 25 new jobs as well as sustaining 30 current jobs as part of the £9.9 million contract.

Mark Milsom, Project Manager for DE&S Boats Team, commented: “There has been a British Armed Forces presence in Gibraltar for more than a hundred years and these boats will ensure we maintain an important capability to the Royal Navy and our armed forces, as well as playing a pivotal role in patrolling our coastline, protecting domestic waters and supporting maritime interests.

“These boats will provide the Royal Navy Gibraltar Squadron with a modern, fast and effective capability for fulfilling their important role.”

US Army awards DCGS Capability Drop 2 to BAE Systems

The US Army has awarded BAE Systems an initial order under its Distributed Common Ground System (DCGS) Capability Drop 2 Program.

The multiple award, Indefinite Delivery-Indefinite Quantity contract is worth up to $823 million, and provides enhanced intelligence to see and better understand threats and other relevant aspects of the operational environment.

The company’s solution for Capability Drop 2 is the Intelligence Knowledge Environment (IKE). It’s a software framework of modular data and artificial intelligence analytic capabilities built to autonomously transform information into knowledge.

“With a focus on a user-centric analyst experience, IKE rapidly transforms data into intelligence in an easy to learn and scalable manner,” said Dave Logan, Vice President and General Manager of C4ISR Systems at BAE Systems. “It helps analysts translate information into actionable intelligence using a collection of tools – some interactive, others that operate autonomously – to enhance the effectiveness of the analyst.”

The Capability Drop development model allows the Army to rapidly insert new technology upgrades to DCGS by breaking requirements into small bundles, enabling agile and rapid acquisition.

DPRTE news: Supply chain contracts support £1bn on Type 26 programme

DPRTE Engage Online partner, BAE Systems, has awarded a further five contracts to suppliers worth more than £100 million, as progress on the Type 26 frigate programme continues apace at the company’s shipyards in Glasgow.

The new contracts will support 250 jobs, with the Type 26 programme sustaining more than 4,000 jobs in total across the UK, helping to support the nation’s economic recovery by maintaining much-needed skills and capabilities.

More than £1 billion has been invested across the programme’s supply chain to date, with more than 100 suppliers globally.

The contract awards come as construction on the final unit of the first Type 26 frigate, HMS Glasgow, begins. All 57 units of the anti-submarine warfare ship are now under construction.

The suppliers awarded each of the five new contracts will contribute essential work to the programme as HMS Glasgow moves to the outfit phase in readiness to enter the water for the first time.

The contracts have been awarded to:

  • Denholm Industrial Services (Glasgow) – surface preparation and painting
  • Malin Group (Glasgow) – Vessel load out and float off
  • CBL (Hartlepool) – cable and associated works
  • Kaefer (Nottingham) – insulation products and installation services
  • SCA (Dorset) – access and containment

Defence Secretary, Ben Wallace, said: “The Type 26 programme has proven itself in terms of cutting-edge design, international defence exports and creating and sustaining British jobs. This latest round of contract awards will see companies from the south coast of England to the banks of the Clyde benefit from over 250 highly-skilled jobs and multi-million pound investment.”

The Type 26 programme makes a significant contribution to the UK economy by providing a solid platform for the UK’s industrial skills base and an important foundation for work on the Clyde into the next decade.

Designed and built by BAE Systems in Glasgow, the Type 26 frigate is an advanced anti-submarine warship, which will deliver critical protection of the Royal Navy’s Continuous At Sea Deterrent and Carrier Strike Group. The Type 26 builds on the pedigree of the Royal Navy’s current Type 23 anti-submarine warfare frigates which continue to serve the Nation.

The Type 26 is the original variant of BAE Systems’ Global Combat Ship, which supports a close partnership between the Royal Navy, Royal Canadian Navy and the Royal Australian Navy. Australia and Canada both selected a variant of the Type 26 design for their anti-submarine frigate programmes, supporting greater operational, training and intelligence ties between the three nations.

It’s fantastic to see the first of class, HMS Glasgow, taking shape at our facilities here on the Clyde. Kratos secures $30 million in C5ISR contract awards

Kratos Defense & Security Solutions, Inc. (KTOS) has recently received approximately $30 million in contract awards for Command, Control, Computing, Communication, Combat, Intelligence, Surveillance and Reconnaissance (C5ISR) Systems, focused primarily on missile defence related combat systems.

Work under these recent program awards will be performed at secure Kratos manufacturing and production facilities.  The majority of the performance under these contract awards will be completed over the next 24 months.

Due to customer, competitive and other considerations, no additional information will be provided related to these US National Security related program awards.

Dstl Awards £300 million WSRF contract to QinetiQ

The Defence Science and Technology Laboratory (Dstl) has signed a five year framework contract which is budgeted to be worth £300m over that period with QinetiQ, and their key partners MBDA and Thales, to lead the Weapons Sector Research Framework (WSRF).

The framework will enable Dstl, and over 70 industry and academic suppliers to develop and exploit technology for the benefit of UK Armed Forces and HM Government. In particular, the WSRF will cover the overall scope of the Future Kinetic Effects and Weapons (FKEW) Programme comprising Complex, Conventional and Novel Weapons technologies.

The WSRF replaces the existing Weapons Science and Technology Centre (WSTC) contract and offers a broader scope of research activities including directed energy weapons.

The MOD requires the ability to accelerate development of emerging and disruptive weapons technologies. The purpose of the WSRF is to respond to these challenges at pace through an Enterprise Approach between the MOD and industry encompassing planning, tasking and delivery of Weapons science and technology research. This approach provides access to a wide range of suppliers, which can be continually refreshed, thus improving the MOD’s knowledge base and access to innovative, disruptive solutions, state-of-the-art techniques and world leading researchers. Through this, the WSRF will support the MOD strategic objectives, with direct exploitation through the UK Complex Weapons Portfolio, MOD’s Novel Weapons Programme and Front Line Commands (FLCs).
